Thats not the reason, because this "Notice" is also coming on calls which
are working or on calls where is Recovery on timer Expiry (Release Cause
102)

Note this: "Cause indicator: Unallocated (unassigned) number".
That would seem to indicate that the called number (+38111821145) is not
valid?
Not sure if that is the reason for the confusion message though (cannot
remember exactly when confusion is sent).
Is the circuit CIC=5 correctly configured at both ends? But I guess if that
was the problem, you would instead have gotten "unequipped CIC".
