A type=h323 is the H.323 id of Asterisk. Also, the host keyword doesn't make any sense in a type=h323.

A proper exten when using a Gatekeeper is simply: exten => _9.,1,Dial,H323/${EXTEN:1}

You may have to also strip the # sign.
