tried all of that, but still not working, heres what my log shows

Iirc you can't have spaces between something=other. So no something = other.

The "<" and ">" look weird. Try removing those everywhere.

exten => _1NXXNXXXXXX, 1, dial(SIP/[EMAIL PROTECTED],30)
exten => _1NXXNXXXXXX, 2, congestion()
exten => _1NXXNXXXXXX, 102, busy()
Remove the spaces ^^^^^^^^
