Usually just phone changes, but if you reboot the server, or reload something, sometimes the phones need to re-register and it's just easier to send a remote reboot.

Polycom phones need a reboot after making configuration changes.

We have to reboot our phones sometimes when we do something server side, mainly because the cisco firmware doesn't seem to handle everything very well. Usually it's just to pull new configs though, as we test more features and roll them out.
