The HT386 only provides a "lifeline" on the line port - it's not a true FXO in that it doesn't register with Asterisk as a separate entity. The one you want to do what you're trying to do is the HT488 which does offer a true FXO port. Alternative might be the Sipura SPA-3000, or of course, one of the Digium TDM400 cards.
