So? You seem to have 5 channels set to fxols mode OK. What exactly that does, I am not sure. FXO operation is highly telco dependent with E1s. I believe what is implemented in zaptel is an arrangement to work with some E1 channel banks.

Have you put the E1 in CAS mode with something like:

span=1,1,0,cas,hdb3

The idle code is set in zapata.conf. For example:

cas=1-15:1101

Sets CAS mode for channels 1 to 15, with the idle pattern 1101.
