It's not that simple. Every system has different requirement and configuration, and therefore load is different. Some people record lots of calls or use G729, this changes the maximum # of users radically.

Transcoding of music or voice mail also adds load.

Bandwidth constraints are a major factor for SIP or IAX call termination.

Ultimately you need to set up a server that does what you need and see how it performs. Usually hardware overkill is a good bet, but you don't need to go crazy.
