They will upload any changes you made at the phone. If a file does not exist on the server before rebooting while dumping the logs.

As far as I know, there's no way to pull the current config directly from Polycom IP phones. You can connect to the internal web server on the phone, and get/set some parameters through that interface, but not _all_ the settings. You really need to start with a standard set of xml configuration files, an FTP server, and start from there.
 
It would be great if you grab the config for a phone tho.
