Unless it is a typo on the wiki, I think you want your queue.conf to be like this:

member => Agent/@1
member => Agent/:2,1

That way you include group 1, and then include group 2 with consideration of penalty. From the problem you are having it sounds like the agent whose phone keeps ringing is in a lower penalty then the other agent. Are both agents in the same group? If you make the one agent busy does it ring to the next phone? If not, what does the CLI say when it tries to connect the next call to the second phone?

The timeout is set too low so the test is faster.
