From looking at the wiki it dosent seem like the option is available. You
may want to edit app_dial.c yourself or contact the developers list.

I use the Dial application with L option and set the variables as
follows:
LIMIT_PLAYAUDIO_CALLER = yes
LIMIT_PLAYAUDIO_CALLEE = yes
LIMIT_CONNECT_FILE = my_sound_filename
When the call begings, it plays my_sound_filename to the caller and
then plays to the callee. How can I make it to play sounds to the
caller and callee synchronously.
