I, on the other hand, have been disappointed repeatedly by their failures to route international calls. I've received e-mails from them promising a refund. I expect them to keep their word.

I wouldn't expect a refund for cancellation of prepaid phone usage, does the original agreement you have with then suggest that they owe you a refund?
