Well, no, there really aren't any prebuilt high-level frameworks for approaching Asterisk through the Manager API or AGI. Instead, there are just AGI bindings that allow you to integrate dial plan logic with outboard code.
I always figured that was kind of the whole point of such bindings, so nothing about it strikes me as incomplete or lacking in a sufficient degree of "reality." The only difference between this and Asterisk-java is simply that the latter encapsulates many of these actions in more high-level wrappers, which is likely to be a concession to the phenomenology of Java Thinking(TM) more than anything else.
