AFAIK (as a member of SACEM and BMI), anyone who uses music in any commercial context like a store open to the public must pay royalties on it *if* the music is registered via ASCAP, BMI, SACEM or some other rights collection organization. This is usually done on a yearly basis. Those that use "storecast" subcarrier feeds (does that even still exist?) have the royalties included.
