I don't know if you are wanting a hard phone or a softphone.
If a softphone is acceptable, iaxComm can do this on a Windows or Linux PC with
the intercom feature.
The Cisco 7960 with SIP 6.0 has auto-answer at this point, and would probably serve the purpose.
