For traditional queues, you can set: autopause = yes on a per-queue basis in queues.conf. If the member with penalty 1 does not answer a call, they will automatically be paused and will not receive additional queue calls until they have been unpaused (either by themselves or by an administrator). If you are using dynamic queues with Local channels (as described in doc/queues-with-callback-members.txt in the Asterisk source), you can also optionally implement this functionality directly in the dialplan.
