Maybe this is an "american" thing, but why are your "working" lines 8 digits and your non-working 7 digits? Pardon if this was addressed earlier in the thread.

At this point I'm guessing there's something silly going on with your physical lines. Do you have an ordinary telephone for your country that you can plug in and confirm the lines work properly there. I think at this point you need help from somebody who knows line signaling for your country.
