Not always. It may be that you are seeing a side effect of how the kernel accounts for time in each timeslice. What versions (DAHDI / asterisk / kernel) are you using? The 10 minute interval could be because of something like the kernel charging neighbour table scanning to the asterisk process. These are just some thoughts though.
