What version of zaptel are you running? What zaptel commands have you tried? Have you added any lines to zaptel.conf and zapata.conf? Who is your Telco provider and what signalling are they using on the T1? It looks like there is a control channel on 24, but 16 isn't showing the same status as I would expect.
