It looks like we have to create an "Internet Draft" which is assigned to the relevant working group for revision, questions, comments, more revision, then it may or may not become an RFC. Unfortunately, the IPTel working group appears to be made up of people who are heavily invested in SIP.
That's why I suggested an Informational RFC - that is a quicker process that SUN used for NFS. You can publish a spec saying "this is how we do it, so you all now". That would be a very good start.
I don't think Mark or anyone else have time or interest to fight any protocol wars at this time.
