That's the Layer 2 protocol, PRI signalling. You would obviously do CPE
signalling (insert a line signalling=pri_cpe in
/etc/asterisk/zaptel.conf) - first you need to get Layer 1 up, of
course, and define which channel to be used for signalling in
/etc/zapata.conf ( dchan=XX ).
