I've been using the latest version of IPCop (1.4RC3) a good Linux
firewall, and it includes Traffic Shaping as a feature. I give SSH and
IAX2 as "High", where as HTTP is "Medium" and BitTorrent and others in
the "Low" priority

It seems to work well. IPCop is very to set up.
