If you are talking about people calling in and never getting a busy signal on POTS lines the correct term would be line hunting. The lines would be put in a line hunt group, this is usually circular. If line 1 is busy and a person calls it then the call would roll over to line 2, if line 2 was busy it would rollover to line 3, etc. If you are talking about H.323 lines or VoIP lines, then this would be configured within *.
