Wow. That's a pretty cool hack. I think I may have to try that... But will it actually handle the underlaying physical transport network suddenly changing?

IPSec operates on the IP layer. It will use whatever routing table you have.

Now, TCP connections will probably be interrupted in any case if your IP address changes, but that is the nature of the protocol.
