PCI 2.2 is mostly a clerification on the 2.1 specification. One difference that may be important is that the 3.3V rail was made mandatory even in a 5V slot. In PCI 2.1 it was optional. Since the PCI 2.2 specification is tighter with a less ambigous language it is probably safer to require 2.2 as a manufacturer of PCI cards. There is less risk of implementational incompatibilites. Most likely the cards will work fine in a 2.1 slot.
