I can't believe I overlooked that. It's working now.

It wasn't working because I overlooked the priority. However is it still a bad idea to have ivr and extensions beginning with the same number or within the same context? I've already assigned extensions and they have been printed, so it won't be possible to change now.

These are invalid -- no priority -- and hence dropped. Didn't you see the errors while loading (it's easy to miss, there's plenty of stuff output).

Change to:

exten=>200,1,Goto(office,102,1);forward to 102 in office context
exten=>201,1,Goto(office,110,1);forward to 110 in office context
