Hope the TE100 is better built than that, though. At least, for the cost, one would expect that it behaved like a well educated card.
I'm not sure it is a card quality issue. I had exactly the same sort of problems with a Dialogic E1 card that cost ten times as much.
My feeling (unsupported) is that the powercycle does a better job of forcing the far end
of an E1 (e.g. the PTT's equipment) to start afresh than just reinitializing the cards.
If you turn the power off you can be sure that you are going to drop carrier, clock and any
control lines totally.
