message time is set to 3 seconds; I guess asterisk thinks the message
really is 10 seconds....even though it is less than one second after
it trims off all the silence.

I am not sure the minimum time works, at least in the version I am
using. Setting to 3 seconds, recording a VM message ( sip to sip) of one
word and hanging up still results in a message.
