If you run "pri debug span x", you might see this behaviour:

        PRI debugging with the inbound numbers show that there is
        a minor difference in the SETUP frame:
        In the Channel ID, Telstra hasn't set the exclusive bit,
        AAPT has.

Solution for me was in zapata.conf:

        - spanmap => 1,1,1
        + spanmap => 1,1
