If I remember correctly, when setting the offset in the cfg files it
needs to be specified in seconds, not hours - for instance in ipmid.cfg:

<SNTP tcpIpApp.sntp.resyncPeriod="86400"
tcpIpApp.sntp.address="131.107.1.10"
tcpIpApp.sntp.gmtOffset="-25200".....
