Yes, 1 per incoming line, as long as you plan to keep them all.

Theoretically, you need 1 FXS module per downstream PSTN phone you want to
signal with Asterisk. Have you consider switching to VOIP (hard)phones, be
IAX2 or SIP, since for those, you would not need any extra hardware at all ?
