Yes, 1 per incoming line, as long as you plan to keep them all.

Theoretically, you need 1 FXS module per downstream PSTN phone you want to signal with Asterisk. Have you consider switching to VOIP (hard)phones, be IAX2 or SIP, since for those, you would not need any extra hardware at all ? Very good quality brands and models available (see Asterisk wiki).

If you want to stick with analog lines and analog phones then you want to use a T-1 card in the Asterisk box with a Channel bank with 7 FXO and 15 FXS ports. A channel bank converts T-1 channels into analog ports.
