I realise it's far below the level of the group, but I've written up a sort of "hello world" for people wanting to create an outgoing call via the manager interface (from Python). It covers the basic setup required to connect a given SIP URI to a given context/extension. Nothing profound, just collecting together the bits as a mini-project for new asterisk users:
