The cheapest per port is probably the Sipura SPA-3000 or the Grandstream HT-488, for less than 6 ports. These are external boxes, and you might experience some echo. Basically you get what you pay for.
With more than 5 FXO ports you should be looking at the Sangoma A200 card. This card also has an add-on module for echo cancellation. Sangoma quality.
