Is hardware timing truly needed for Meet Me Conferencing? Or will the
Zaptel emulating driver work? I would like to get this operational...
any suggestions on how to get it working without spending $$?

SIP in Asterisk uses a remote timing source (which has problems of it's
own but works for the most part), so you won't need any timing sources.
