Thomas,
Even though I do not have any experience with Sipcom products but the picture you attached shows something very similar to a Sipura unit or any other voip product.
There is an Admin Login link on the top right of the picture. I beleive you should get in there to configure your unit.
As for the DHCP and IP go, you can connect your phone to it and use **00 to obtain those info.
Try this page:

Hope this helps.

I basically want to know how to setup so I can route calls to and from this phone.. I am having some difficulty with it... having a day of brain freeze I guess. I have not the faintest clue how to 'log in' a pstn phone from the ata.

I finally got my hands on a ata that will allow me to build on the already built server and softphone on my main computer.
After a battle getting dhcp going, and figuring out the IP that was granted to it.
I have a regular cordless phone with a 2 line display plugged into the ata.
I have been told that it is using european tones (not the regular dialtone for north america)
The Link light on the back is on, the status line on the front is off.
I can not after initially accessing the configuration page access it anymore. I get a 401 unathorized.
I did however change details to fit with the local network (static was listed as 192.168.1.198 which was changed to 192.168.0.200 etc)
Is there a way I can reset the password and user info?
I hope I didnt fubar anything ... The one thing I did notice on the admin/config screen was it came up as a ata-1000 which googled as a sipcom.
