This is true. I already have a PRI with only 5 channels enabled. The thing works fantastic and is super reliable but it still costs me $600 per month (mega = $300 PSTN Cnnectivity = $300) (with 30 DID's)

Also be aware that there are numerous and conflicting standards of ISDN BRI switch types. I am not aware of any BRI product which works with the "popular" (see my first paragraph) BRI switch types in North America. You can get a partial PRI from Bell, but it's still delivered as a PRI circuit, only with limited B channels.
