Instead of connecting several phones to one ATA, you might want to
connect several ATAs to asterisk and configure asterisk to ring all
the phones when you have an incoming call.
Like this, you will be able to make calls between ATAs or have
simultaneous incoming/outgoing calls (if your VoIP provider let's
you).
