DTMF on asterisk 1.2 and earlier is pretty messed up. Try 1.4, as it has a much better DTMF engine for this sort of stuff.
If you have a clean connection, you can try using InBand, but the tone duration is very short. In the Norstar Voicemail you may be able to increase the DTMF sensitivity, but this also increases the risk of talk-off.
