I have seen he same result with my Sangoma's. For me I have an issue
when one of the lines is shared (for a fax machine or visa terminal) and
Asterisk can't determine that it is being used and still tries to dial
out on it.

Hmm, so FXO ports that are physically unplugged from the PSTN do not
report "RED" ??
I'm going to have to test this when I get home. I am positive it did.
