I know it doesn't address the Asterisk/Zaptel/Sangoma issue but to fix your
specific shared line problem, you could buy a line isolator.   They may not
be too common now that people don't use modems as much.  Basically it was
designed so that if you were on the line with the modem, someone couldn't
pick up the line and interrupt your session.  It would keep Asterisk from
interrupting your fax/visa calls.
