Yes, 'r' completely clobbers any call progress audio coming from the far side.  
This is problematic for several reasons, but in cases where the progress 
tones are missing or wrong, it's not such a bad idea.  I use it whenever I 
dial my cell phone so that there is *never* a chance that someone hears the 
carrier tell them that my cell is out of range or turned off.

You can always tell when someone's screwing with your call progress tones when 
you dial a busy number -- you will hear the start of the ringback, followed 
by the busy beep.
