I've done this.  Every call coming in, every transfer, every outgoing call 
gets recorded and the recordings are catalogued in a database.  On top of 
which, the database has a maintenance script which moves older calls to 
online storage, and then to offline storage based on age and type of call.

Encryption of calls is optional and can be performed at any stage.

In the end, you end up with the day/week/whatever's calls available at any 
time right away, then calls from the last 6 months available through an 
administrative interface, and finally the last 7 years' calls available on 
DVDs, with the exact DVD and filename in the DVD stored in the DVD, along 
with the DVD itself having this same information in CSV format.
