Yes you'll have no problem with your Digium TDM400P.
I've configured all of the FXOs to use Singapore as the locale, and they
all work fine. The same setup works in my Philippines setups.
You'll find the Internet infrastructure in Singapore to be excellent.
ADSL and E1s are most common.
People in Toronto are amazed when I call them and it seems like a local
number, but I'm talking to them from the other side of the planet.
