One thing to watch out for when figuring out what is local and what is not is the "call type" and "plan type" field. In certain US markets (Maine, Florida, California, and possibly others) certain NPA-NXX combinations can only be reached when you subscribe to a particular package from the telco. When I ignored any such records, my database of "what's local to each access number" shrunk by approximately 10%. -- j.
