Unfortunately your problem lies in 2 places
1) most cheap firewall/nat devices dont handle alot of state tables so
with 15 phones and a small group of pcs you can easily tank it... heck
most cheap routers handle only a mere 100-200 states tops.. a single
user running a torrent client can blow a few hundred states instantly
wonking out any cheap router/firewall.
Solution..
If you have a small office you'd be better of doing a pfsense drop
(pfsense.org), find a cheap pc maybe a used junker with 2 nicks and run
it as a live cd, you dont even need harddrive. It has a gui and can be
setup in pretty much 15mins as a live cd or 30mins as a harddrive install.
2) Any serious voip implementation should 100% have qos in mind and
bandwidth control other wise your banking on the end users courteous use
of internet which ive found 100% of the time in an multi-user office
will tank your voice, unless they have a big internet connection.

What criteria are you using to validate what is considered good?
Good would be a device which can handle multiple (around 15) UDP SIP
registrations to a remote server and properly maintain the state of
these connections while the phone and/or the server issue keep-alive
messages.
I'm amazed at how many devices, even expensive high-end ones, can not do
UDP NAT properly.
This device should handle an office of up to 15 people with both
computers and phones.
Other than that we do not require any special features though QOS
support would be nice bonus but not required.

Ability to have large amounts of states?
High pps?
large packet handling?
Qos on the device?

We've been having this ongoing struggle trying to nail down a suitable
firewall/router device for use at small businesses who are using hosted
VoIP.
The criteria for the device is:
- Works with multiple VoIP devices connecting to a remote server
- off the shelf deployment (no "roll-your-own" devices).
- Price point suitable for small office (less than $200)
- Available in Canada
This has been surprisingly difficult.
