Simply use the Busy() function followed by a Hangup(). If you do get an ANI
you can use various methods to make the callback. This works perfectly for
me on Asterisk. Keep in mind that there are cases where you might not get
the source number.

Are you calling back to using the caller-id or a specific Telus cell number?
I believe the incoming Caller ID is transmitted between the second ring
cycle before the phone goes off hook. (Telus might be different)
Increase the initial incoming ring delay and see what happens.
Asterisk has to read the caller-id and "hang up" before it "answers" to
clear the call. This isn't logically possible,so my guess is that it
quicky
answers the phone and hangs up immediately. Most carriers have a minimum
call length below which they don't count it as a call.(3-6 sec.)
One problem might be that your trunk is slow to hang-up (which is a
problem with analog lines but almost instant with VoIP.)
Check that your call-back is not set lower that 20 seconds (to call back)
