Another Multi Tenant system is PhoneCall ( http://www.vecsector.com/phonecall/ )

It went quiet for a while, but has resurfaced as both a commercial and a GPL releases. Only thing that would make me leary here is that their development cycle seems to be very slow. Now I think that the commercial code is well supported but the GPL version may be questionable. But costs nothing to give it a test drive except your time.

I've not tried the latest version but the one I tried 2 years ago was pretty good. It will support exactly what your looking for. Has an easy tenant set up, define them, which routing, which did's , then how many extensions and what range and it builds it all out for you. And each tenant can manage their piece if desired.

I actually also have a need for this so may try the latest code. If I do will report back ( just need to find the time )

 From my understanding, Trixbox really is not suitable for a
multi-tenaant hosted PBX unless you are using a separate instance of
Trixbox for each client.
