It just seems like so much pain. Why not just convert the mp3 files to 16-bit 8000k mono wav files, and play them right off the hard drive?
Also, if you are sure you want to pump an analog signal into the mic in on the server, have you got the volume set correctly? If the volume is too low, you will tend to hear more interference than signal, and if it's too high, you'll tend to get clipping (which sounds like static).
