Age old question... what do you want to do with it?? How many people will be on the phone at the same time? What interfaces & how many - TDM/SIP/w HW echo etc? (as each have different load levels). Is this a call centre - will there be queuing? Or is this strictly a General Business environment?
If the request for cheap phones comes from the client -- RUN. This is an indicator of a client who expects a Yugo to do the job of a tractor trailer (and when it doesn't you know whose phone will be ringing). A standard business telephone costs about the same as a decent SIP phone.
