It's just a question of cost....Its likely that a T1 will cost more in Barrie 
than in Toronto but compared
to about 16 business lines is cheaper. As for VOIP lines, the local rate 
charges and the Broadband
connection would soon exceed both of these solutions and would not give you the 
QoS that your client would
like. Personally I prefer using a Sangoma T1 card with H/ware echo 
cancellation. These cards work
flawlessly on T1's with no availability or disconnect issues. If this is your 
clients core business then I
recommend you go "first class".
